signification of His Majesty's pleasure Ordinance No.13 of
1927, intituled "an Ordinance to apply a sum not exceeding
seventeen million four hundred and fifty thousand one hundred
and three dollars to the Public Service of the year 1928",
together with the Attorney General's report upon it.

I enclose copies of an Abstract showing the
differences between the Estimates of Expenditure for 1927
and 1928, and of the proceedings of the second and third
readings which were taken on 15th September and of Sessional
Paper No.8 of 1927 which was laid on the table of the
Council at the second reading of the Bill. Copies of the
address which I delivered on the occasion of the first
reading, of the Budget Speech by the Colonial Secretary, and
of the Estimates of Revenue and Expenditure, were forwarded
to you in my despatch Ho.374 of 1st September, 1927.

The financial position of the Colony, which
is the governing factor in framing a budget, is explained on
pages 3 and 4 of the Colonial Secretary's Budget speech. The
anticipated position at the end of this year is, after taking
into account the purchase price of the old Diocesan Boys'
School site which, as funds permitted, I decided could more
appropriately
